The Nuclear Waste Program is looking to fill two Permit Coordinator (Environmental Specialist 5) positions. The positions will be located in our Richland Field Office (RFO) in Richland, WA.

The positions are part of a core team of six staff who support the dangerous waste permitting efforts for the Nuclear Waste Program. This includes the dangerous waste permit for the Hanford site, which is the largest and most complex in the state. 

As a permit coordinator for the Nuclear Waste Program, you will serve as a senior program expert in Dangerous Waste and Resource Conservation and Recovery Act (RCRA) regulations for facilities managing, treating or storing dangerous and radioactive waste. You will have the opportunity to lead, coach and mentor other environmental specialists supporting dangerous waste permitting. You will be at the forefront of developing processes, and guidance for the permitting for our program. You will also lead in coordinating with the other Ecology programs in implementing the dangerous waste regulations and with our oversight agency, the Environmental Protection Agency (EPA) Region 10. Work is performed in an office or at home environment but you will also get to participate in field work including oversight of field work and operation of facilities to ensure consistency with permit application material and permit requirements. 

The Nuclear Waste Program's mission is to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site, ensure sound management of mixed hazardous wastes in Washington, and protect the state's air, water, and land at and adjacent to the Hanford site.

Duties


What makes this role unique?

The Nuclear Waste Program is responsible for all permitting associated with mixed (dangerous and radioactive) waste in WA State. These positions are the experts in the program on the permits and regulatory requirements for dangerous waste. They often are faced with complex and unique challenges that don’t fit into a specific regulation, which requires excellent communication, analytical thinking and problem solving skills. 

 

What you will do:

  • Independently apply regulatory interpretations and provide regulatory assistance to junior staff, peers, management, and the permittee. 
  • Work closely with project teams to ensure that permitting decisions meet the regulatory requirements, permits are drafted to be enforceable, compliant, equivalent, and consistent.
  • Oversee the work of permit writers to ensure that they are properly administering portions of the Waste Treatment Plant Permit and are performing their duties in a consistent manner. 
  • Develop approaches to complex issues of Waste Treatment Plant Facility start up, testing, and ongoing operations.
  • Provide technical support and lead contentious and regulatory issues involved with reissuance of the Hanford site-wide Rev 9 dangerous waste permit renewal.
  • Prepare formal correspondence that is accurate and concise. 


Qualifications

Required qualifications:

Ten (10) years of combined education and experience:
Education: Involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

Professional-level Experience in: environmental analysis or control, or environmental planning.

          Experience may include a combination of the following:  

  • Applying regulatory interpretations and providing regulatory assistance.
  • Overseeing work of permit writers.
  • Compliance inspections or enforcement activities, including representing an employer in public meetings, hearings, and/or settlement negotiations.
  • Investigations into environmental complaints or violations.
  • Communicating complex technical or controversial issues with other agencies or the public.
  • Providing technical assistance to the public and regulated entities on compliance with environmental regulations.

Special Requirements/Conditions of Employment: 

Must maintain a valid driver’s license.
