Field of activity
The Clean Development Mechanism (CDM) is one of the three innovative measures of the Kyoto Protocol for the implementation of the UN Framework Convention on Climate Change (UNFCCC). Mali is also a signatory of the Kyoto Protocol. This instrument has so far been accorded only little significance in Mali, as in most African states. Hardly any project design documents (PDD) have been presented so far and as a result the state is losing out on attractive financing opportunities, for CDM is primarily a market mechanism. This is the point of approach for advisory services in Mali - strengthening national competences in handling the financing instrument, support in completing project design documents available so far and developing new CDM project ideas. The focus will be on training a group of national experts whose task will be to develop and assess project design documents.
Responsibilities
As an acknowledged CDM expert, you will support us in advising Malian government officials, national project executing agencies and consultants. Your tasks will include in particular strengthening local competences for assessing the relevance of already existing CDM projects, where appropriate completing these and promoting their implementation, as well as assisting in devising ten CDM projects right through to the issue of certificates. You will support the National Authority in organisational and institutional matters and collaborate in devising a training plan and modules in the area of CDM and Voluntary Carbon Market for relevant national actors. You will also work out a CDM and Voluntary Carbon Market communications plan for the general public and for policy-decision makers.
Requirements
You have a degree in environmental or natural sciences or economics or a comparable qualification and several years of professional experience in environmental policy consultancy and implementing environmental conventions. An expert on the international climate debate, you have experience in working with the financing mechanisms, especially CDM, and your professional experience has given you a thorough grounding in climate research.
Successful advisory work requires strong communication competences as well as negotiating and moderating skills. With your confident manner and pronounced intercultural sensitivity you can respond appropriately to high expectancy attitudes and different problem perceptions and sightings of the actors involved. You should enjoy working in a team. In addition to a sound command of German, the position requires good English and French language skills at negotiating level.

Mali is a Sahel country with high average temperatures. International schools as well as reasonable medical care facilities are available in Bamako.
