Agriculture Advisor
Position: Full-time (FTE)
Pay Range: $90,000 - $100,000/year, commensurate with experience; $10,000 completion bonus
Reports to: Project Director
Location: Afghanistan
Summary: TigerSwan's Agriculture Advisor will serve within the Combined Forces Special Operations Component
Command . Afghanistan (CFSOCC . Special Operations Command), in support of Village Stability Operations (VSO)
and support the integrated Civil]Military Operations (CMO) Plan. Assess agriculture capabilities, capacity and
expertise in the areas of their assignment. Develop plans to address gaps identified and, when the situation
dictates, create Statements of Work for implementation using the Commanderfs Emergency Response Program
(CERP) by their respective unit. Agriculture Advisor will assist with implementing a USF-A-agriculture based CMO
Plan and is based with the USF-A Commanding General. This position is an excellent patriotic opportunity to serve
the United States of America by instilling, teaching and mentoring the agricultural community of an emerging
Afghanistan and offers not only a unique and fulfilling challenge, but an opportunity to pass on knowledge with the
ability to see tangible results.
Duties and Responsibilities:
- Assess needs for improving agricultural development at the village and district levels as a complement to Special Operations Village Stability Operations; identify project needs and regional Village Stability that can be incorporated into USA projects or passed to other actors (USAID, NGOfs, MRRD, etc.) to meet
- those needs.
- Develop regionally focused programs and implement district level projects to connect farmers to markets and agriculture expertise through activities such as trade fair attendance, agriculture market information systems, model farm builds and master farmer training.
- Increase the quality and quantity of crops produced through activities such as demonstration plots, commodity]specific extension activities, or introduction of new crops/production technologies by traveling to meet farmers where they live and work.
- Increase access to affordable credit through activities such as connecting financial institutions to smallholder farmers, assisting in loan applications, or providing business plan assistance for more developed areas.
- Identify areas in need of irrigation improvements and nominate projects to address specific irrigation needs to support agriculture improvements that serve as a complement for other larger agriculture programs and projects.
- Identify villages and districts in need of agricultural preservation techniques such as crop preservation, canning and drying. Implement a training program to teach basic crop preservation techniques that are appropriate for the level of technology and sophistication available to the village subsistence farmer.
- Facilitate Agriculture Educational/Agriculture Subject Matter Expert (SME) exchange of personnel coming from US universities to serve for a pre]determined period of time in support of agricultural programming and projects in support of Special Operations Village Stability Operations. Those exchange personnel will serve on specific projects that complement the regional integrated civil-military operations plan focused on agriculture.
Qualifications:
- Have a baccalaureate degree or higher with an emphasis in agriculture, irrigation or livestock and training in project management, and or AG Business.
- Demonstrate a high level of proficiency in the English language; listening, speaking, reading and writing, in order to both communicate orally with the director as well as writing Statements of Work (SOW) and contracts for projects.
- Possess the ability to operate a passenger vehicle and have a valid US or Afghanistan driverfs license in order to drive government-owned or government-leased vehicles.
- Possess a US passport with at least six months remaining before expiration. If no valid passport, prospective candidates that are considered for employment will be assisted in obtaining an expedited passport.
PHYSICAL DEMANDS:
These physical demands are part of the physical requirements necessary for an employee to successfully
perform the essential functions of the Agriculture Advisor's job.
While performing the responsibilities within the scope of the Agriculture Advisor's job, the employee is
required to talk and hear. The employee must successfully pass a thorough medical examination, to include a
dental exam. Further, employee will be required to obtain necessary vaccinations required for work and travel in
the region of the job. The employee should be able to sit for prolonged periods of time, have the ability to travel
by vehicle over difficult terrain, often over long periods of time and may be required to stoop, kneel, crouch or
crawl or climb. Vision abilities required by this job include close vision. Employee may be called upon to lift
packages and/or parcels up to 50 pounds.
Employee must understand the harsh environment of the work location and be able to function
effectively and efficiently during extended periods of high pressure and stress in austere rural environments.
While performing the duties of this job, the noise level in the work environment is usually moderate to
loud.
