The Federal Institute for Geosciences and Natural Resources (BUNDESANSTALT FÜR GEOWISSENSCHAFTEN UND ROHSTOFFE, BGR) is searching for a
Project Manager
to be employed as soon as possible until 31.01.2014.
The position is part of BGR´s contribution to the establishment of Regional Geothermal Coordination Unit attached to the African Union Commission (AUC) under the BGR-GEOTHERM Programme II.
I. Responsibilities and duties:
- Supporting the African Union Commission (AUC) in the installation and management of the Regional Geothermal Coordination Unit (RGCU);
- Developing workplans, formulating management guidelines, budgets, concept papers etc.;
- Developing the capacity of AUC-personnel, policy makers and private investors in geothermal related tasks;
- Developing and/or harmonizing renewable energy policies, mining laws, geothermal concessioning and permits as well as fiscal support efforts;
- Introducing harmonized procedure rules for private sector investment (IPP, PPP Projects);
- Promoting the Geothermal Risk Mitigation Funds GRMF amongst public and/or private stakeholders;
- Establishing and promoting a webpage reflecting RGCU´s work and raising additional funding for the GRMF;
- Facilitating the establishment of the East African Geothermal Association.
II. Qualifications:
- M.Sc. (or equivalent) in geosciences or in economics with emphasis on development cooperation;
- Sound and competent knowledge and perennial experiences in policy and regulatory framework development within the renewable energy sector, especially in the field of geothermal energy;
- Progressively responsible experience in project management as well as in the leadership and coordination of project teams. Work experience in developing countries would be an asset.
- Knowledge of energy-political interactions and the regulatory regimes in East Africa;
- Strong communication and organisational skills, consulting competencies;
- Teamwork ability, comfortable to work in an interdisciplinary and multi-cultural environment;
- Outstanding English language skills; knowledge of French is desirable;
- Standard office software skills;
- Capability to work in tropical areas.
After preparation at BGR in Hannover and in Bad Honnef the employee will work continuously in Addis Abeba/ Ethiopia. Payment is based on E13 or E 14 due to the Collective Agreement for the Public Service (TVöD), additional payment for missions abroad will be provided. BGR is an equal opportunities employer.
