Principal Signalling Design Engineer - Rail

Our client is seeking a Principal Signalling Design Engineer.

The role will include managing the day to day activities of the Signalling Design Office as well as producing and independently checking Concept and Detailed Design.

The successful applicant will also be responsible for developing their own team of signalling designers in association with the Signalling Design Manager. Assisting in the creation, monitoring and constant improvement of internal signalling standards and processes and will be responsible for developing and mentoring junior designers.

Our client currently has signalling design work at GRIP 3/4 and GRIP 5 and the Principal Signalling Design Engineer will be deeply involved in this work from day one.

This role includes assisting the Signalling Design Manager in identifying the most cost efficient means of carrying out these works whilst your team grows including identification, selection and management of sub-contractors where appropriate.

Deputising for the Signalling Design Manager and also act as CEM and CRE (Signalling) as necessary.

KEY ACCOUNTABILITIES:

  • Setting and reviewing objectives, targets and performance of a small team.

  • Management of relationships with key customers, suppliers and contacts relevant to team.

  • Providing professional advice and support across the business.

  • Monitors and ensures compliance and KPI’s.

  • Day-to-day supervision / line management of team / department.

  • Management of projects within time, cost and quality constraints and standards.

  • Estimating, pricing and delivering against work targets.

  • Client liaison.

SKILLS, KNOWLEDGE AND EXPERIENCE:

  • Proven experience in chosen field.

  • Knowledge of management tools and techniques.

  • Knowledge of relevant legislation and its application.

  • Understanding and operation of management systems for quality, financial and project controls.

  • Applicants must hold suitable IRSE licenses (or equivalent) to enable them to carry out production and independent checking/verification of Concept Design and Engineering Detail/Detailed Design documents, diagrams and other relevant signalling design outputs from first principles.

  • For example:

    • Signalling Schemes Designer License, 1.1.150A, or equivalent.

    • Signalling Principles Designer License, 1.1.150D, or equivalent.

    • (Applicants holding Signalling Designer License, 1.1.150C, or equivalent and having a log-book ready or nearly ready for assessment for a Signalling Principles Designer License will also be considered).

    • Signalling Design Verifier License, 1.1.160, or equivalent.

  • Applicants should hold or be willing to work towards attaining suitable IRSE licenses (or equivalent) to enable them to manage a design group consisting of a number of design teams engaged on separate projects or discrete parts of a larger project. For example: Signalling Design Manager License, 1.1.145, or equivalent.

  • Good understanding of Railway Group and Network Rail Company Standards.

  • Thorough and up to date knowledge of UK Signalling Principles.

  • Competent to produce and independently check Concept and Detailed designs.

  • Awareness of operational capacity modelling.

  • Understanding of RAMS and appreciation of issues regarding construction, staging, testing, commissioning, maintenance and whole-life management of assets.

  • Ability to provide design assistance during testing and commissioning.

  • Ability to take a leading role in inter-disciplinary engineering interfaces

  • Environmental awareness and consideration of sustainability throughout the design phase.

  • Understanding of change control management.

  • Appreciation of the Project Management process and the need for monitoring and reporting.

  • Knowledge of CDM Regulations and other relevant HSE legislation.

  • Working knowledge of Microstation and PLANS software.

  • Demonstrable Signalling Design experience is as important as qualifications for this role.

  • Corporate membership of a relevant engineering professional institution (e.g. AMIRSE, MIRSE, MIET)

  • Ideally degree qualified and Incorporated or Chartered Engineer.

  • Ability to work and communicate effectively in a team context.

  • Ability to critically interpret Remits and Proposals and to identify improvements and/or cost savings in collaboration with team members.

  • Demonstrable aptitude for scope and option development.

  • Ability to significantly contribute to the delivery of schemes that are affordable, provide best value, and meet programme requirements for time, cost and quality.

  • Training/mentoring skills.

  • Strong evaluation and decision-making skills.

  • Appreciation of risk management processes.

  • Ability to work and communicate effectively in a team context.

  • Demonstrable experience of managing the Signalling Design Production process.

  • Demonstrable experience of applying the Signalling Design Production process to Network Rail’s GRIP procedures.

  • Experience of a variety of signalling systems, technologies, equipment and practices.
