Job description

The project Institutional Strengthening of the Biodiversity sector (ISB) in the Association of Southeast Asian Nations (ASEAN) cooperates with the ASEAN Centre for Biodiversity (ACB). The support has resulted in ACB being able to fulfill its mandate to promote regional cooperation and to provide ASEAN member states with capacity-building measures to conserve biodiversity. ISB supports ACB in the implementation of its newly developed strategic plan and with the fulfilment of its regional mandate among others through consulting, competence development and start-up financing. It supports ACB in their contributions to support the ASEAN Member States to develop common ASEAN positions and should feed into international negotiations such as the global biodiversity agreements after 2020. Further the project supports the development of a regional monitoring and evaluation system and the standardization and improvement of management standards for ASEAN Heritage Parks.

Your tasks:

  • Achieve structural reforms with the ASEAN Centre for Biodiversity and other stakeholders in the area of biodiversity conservation, protected area management and strengthening institutional and individual capacities of partners and partner agencies
  • Promote self-sustaining on the long term development and contribute to the achievement of GIZ corporate goals as well as conceptualize, plan and implement workshops and other events on subjects related to the project’s fields of activities
  • Provide technical guidance for partners and other stakeholders in the areas of biodiversity conservation and management, global biodiversity framework and protected area management
  • Lead day to day project management and the project team, planning and implementation, responsible for achieving the objectives and for overseeing the different project components
  • Participate in identifying needs for external support and advice, elaborate on policy recommendations and develop a strategic approach
  • Assisting in defining terms of reference, selection and supervision of contracted third parties in carrying out project activities
  • Monitoring of project progress and budgets, review reports and documents concerning progress of collaboration measures, determine bottlenecks and recommend alternative courses of management action to the Head of the project
  • Support the Cluster Coordinator Biodiversity Philippines as project manager in overall project management with substantial contributions to contents and GIZ related corporate tasks

Your profile:

  • University degree in Environmental Studies, Forestry, Economics, Policy or related fields
  • Several years of professional experience in a similar position in advising partners on policy issues and managing international development projects including budgetary and personnel responsibility
  • Strong background in biodiversity conservation and protected area management and a sound understanding of technical issues of policy and planning
  • Several years of professional experience with managing complex policy and planning and implementation processes that require coordination with a wide range of stakeholders
  • First professional experience with and a good understanding of the ASEAN processes and mechanisms as well as the UN CBD and other international biodiversity related processes and mechanisms
  • Results-oriented in performing tasks and having attention to details, from demand-based planning through implementation, including strategy development and process management, cooperation arrangements, project steering, innovation and learning and knowledge management
  • Experience in facilitation and organization of international/regional level and high-level national policy events and with procedures of German commissioning institutions, especially BMZ (Federal Ministry of Economic Cooperation and Development) procedures and in interaction with other donors and donor agencies
  • Mastery language skills in German and English (C2)
