Our Client

A large and successful oil and gas operating company with extensive producing assets in the Middle East. Excellent employee facilities and the location is regarded as the country of choice by most expats with experience in the region.

The Role

The Head of Engineering Quality will be tasked with establishing an effective risk based quality management system, functional structure and long term development planning that will mitigate quality risks associated with asset integrity and project delivery.

This role will report to the Engineering and Operations Director and will work with, advise and direct senior management. Some key accountabilities will be:

  • Set and maintain the minimum standards for Quality Management; Engineering (Project Delivery) and Operations (Asset Integrity Management) across the entire project and asset life cycle, from concept engineering to commissioning and start up and into operations and abandonment
  • Provide demonstrable added value to the projects by implementing a robust and fit-for-purpose risk based QMS
  • Provide guidance on resources required to effectively manage quality during each phase of the project
  • Provide direction and leadership to project managers, quality managers, engineers and others in determining the right level of quality against project risks and establish quality reporting lines within projects and assets
  • Plan and manage, develop and motivate a highly competent specialist Quality team that is flexible and mobile to support projects
  • Develop company and local contractors awareness of Quality Management systems (QMS), Quality Assurance and Quality Control
  • Provide skill development for quality assurance staff and contractors
  • Lead in Contractor EPC capability reviews.

The Person

For this role, the client is seeking a dynamic and flexible Engineering Quality Manager with excellent analytical, interpersonal leadership and reporting skills, and who can identify and deliver business improvement strategies.

The following skills, experience and qualifications are required:

  • Degree in Engineering or higher in a relevant engineering discipline
  • Minimum of 15 years of relevant experience in onshore oil and gas facility construction, including live installations
  • Thorough understanding and experience in the application of quality management systems in the oil and gas industry and sound knowledge of design (FEED/DD), construction,
  • pre-commissioning, commissioning start up and operations
  • Within the oil and gas industry, a minimum of 10 years management experience in the establishment, operation and maintenance of engineering quality management systems in accordance with ISO/TR 29001 / ISO 9000 with the capability of developing quality system, quality plans, work procedures and inspection plans
  • Experience working in the Middle East is highly desirable
  • Fully qualified and experienced in leading corporate audits
  • An IRCA, UK Registered Lead Assessor or equivalent (not only course attendance, completion)
  • Good awareness of all discipline activities: mechanical, welding, civil, electrical, instrumentation, non-metallics and associated construction NDT methods MT/PT/UT/RT
  • Extensive experience in writing, updating, merging and phasing in and out company specifications and standards
  • Excellent communication and organisational skills with the ability to write clear concise reports
  • Sigma 6 Certification Master Black Belt - desirable.
