Proposals Manager

Position Description:

Provide leadership to the proposal preparation teams, ensuring risk management which involves understanding the scope of the job, implementing bid strategies for projects, monitoring and meeting proposal preparation budgets, ensuring risk assessment within the parameters of cost, scope and quality.

Primary duties include:

  • Ensure the scope of the project and inter discipline activities are fully understood and covered by all discipline engineers to ensure total scope coverage without missing areas or duplication. Make certain that the proposal team is aware of all the technical risk elements of the project, nature of the work, and any new technology to be employed. Ensure that subcontract packages cover the entire scope of construction / work.

  • Review with procurement and discipline engineers the vendors approached, problems being encountered, and develop strategies to overcome any difficulties. Ensure adequate vendors are being approached and their responses are received so that competitive materials and equipment pricing is obtained.

  • Ensure that predetermined sub contractors are approached and review the matrix of responsibilities between the company and sub contractor. Ensure accurate pricing of construction and review technical queries and responses from sub contractors.

  • Review technical issues presented to the client and ensure that they are resolved, and any impact incorporated in the bid.

  • Participate in all required commercial / contractual meetings internally and ensure that all contractual and commercial issues are reviewed and clarified by the commercial department, and risks covered. Ensure bonds and guarantees are reviewed and approved before issue.

  • Prepare information for the divisional company Board level Risk Review Committee (DRRC).

  • Ensure that the costing sheets are accurate through checks of the final costing sheets for mathematical and distribution errors.

  • Coordinate with the Director Proposals and Senior VP Proposals and Controls to ensure adequate personnel are allocated to the proposal. Synchronize with the sales department and other Sales Directors to follow required strategies and to direct the proposal effort in this regard.

  • Ensure preparation of the matrix of responsibilities between parties, both technical and commercial.

  • Perform any other related duties and responsibilities as required by the reporting manager.

  • Ensure accuracy and correctness of the cost element of commercial tenders, and that the inherent risks in EPC proposals are adequately addressed and mitigated. Ensure adherence to proposals preparation budgets.

  • Decisions pertaining to strategy along with the Senior VP Proposals and Controls and Director Proposals, on expenditure on proposal activities in line with budgets that have been approved by the CEO / Exec VP Operations, and input to medium and longer term decisions on level of personnel and resources in conjunction with Senior VP Proposals and Controls and Director Proposals.

  • Supervision of Proposal Engineers and Proposal Coordinators, allocated project engineers and discipline engineers

Qualifications/Experience:

The following skills, experience and qualifications are required:

  • Engineering degree and minimum twenty years experience with general exposure to the EPC business in home offices and at project sites.

  • Willingness to work additional hours when required to meet tight schedules.

  • Flexibility to undertake business trips at short notice, sometimes to remote locations for brief durations.

  • Sound knowledge of oil and gas, technical and project execution

  • Detailed knowledge of E&C business and proposals process.

  • Knowledge in discipline engineering, project controls, project management, and commissioning

  • General EPC project implementation experience.

  • Good knowledge of all commercial and contractual issues

  • Good knowledge of procurement process

  • Computer Literate

  • Excellent communication & presentation skills – written and oral

  • Good coordination skills

  • Project Management skills
