Senior Economist – Energy & Legal

Position Description:

Principal Accountabilities include:

  • Provides expert legal advice on the impact of international treaties and agreements influencing the energy sector in the State of Qatar.

  • Interprets and analyses the the State of Qatar’s commitments pursuant to international laws and conventions impacting the energy sector.

  • Acts as the point of contact between the Company’s legal department and the Strategic Planning and Policy Directorate.

  • Provides advice on the legal implications of proposed wordings of international agreements and treaties.

  • Actively monitors emerging legal issues in international forums in order to identify legal issues of strategic importance to the energy sector in the State of Qatar.

  • Compares national regulations with international commitments in the energy sector, and then advises on the best way to comply these commitments.

  • Undertakes studies and analyses of the legal impacts of international energy and commercial law on the Qatari energy sector.

  • Represents the Company and the Ministry of Energy or make presentations at various business and industry forums, conferences, and symposiums such as OPEC, OAPEC, IEA, and other regional and international institutions.

  • Provides technical and other training to Qatari trainees consistent with the objective of Qatarization (nationalization) Strategies.

  • Contributes to the initiation program for trainees from other company departments as part of the familiarization program from new staff.

Qualifications/Experience:

The following skills, qualifications and experience are required:

  • University degree in Law, Energy Law or International Law, preferably at the post-graduate level.

  • 12+ years experience in the field of energy law or trade law, preferably with exposure to the oil and gas industry (but might be less if the candidate has a combination of industry and senior level experience that is exceptionally well matched to the position requirements).

  • Proven experience and expertise in the legal analysis of international energy agreements.

  • Experience drafting international agreements within the energy sector

  • A strong understanding of the international negotiating processes and procedures

  • The ability to coordinate a diverse range of views and to facilitate a unified position on issues.

  • The ability to effectively communicate complex legal issues and negotiating procedures to high-level audiences (including Ministers and Directors).

  • Strong interpersonal skills and the ability to work effectively within multidisciplinary teams

  • A strong understanding of international legal arrangements, treaties and laws impacting the energy sector.

Responsible for all phases of the oil and gas industry in Qatar. Principal activities include exploration, drilling production, storage and transport and sale of crude oil, natural gas liquids, liquefied natural gas, gas-to-liquids, refined products and petrochemicals.
