Position Description:
Principal Accountabilities include:

Leads the analysis of economic implications of Free Trade
Agreements and World Trade Organisation negotiations on the Company and the
energy sector in the State of Qatar.

Liaises with foreign countries on energy issues impacting
on Qatar, and defends Qatar’s national interest in bilateral and
multilateral trade meetings concerning the energy industry.

Plays a lead role in coordinating the development of
national positions on international trade and energy issues that impact on
the energy sector in the State of Qatar.

Ensures that the benefits and costs of different types of
trade agreements between the State of Qatar and other countries in the
energy field are well understood by relevant decision makers (within the
company, the Ministry of Energy and other Ministries).

Prepares analysis and reports to be exchanged with
foreign countries regarding the State of Qatar’s domestic energy
circumstances.

Plays a major role in conducting qualitative and
quantitative analysis of different types of trade cooperation between the
State of Qatar and other countries in the energy field.

Vets proposed positions put forward in international
trade negotiations/ forums to ensure they are consistent with the economic
interests of the Company and the Ministry of Energy.

Maintains an issues database in order to keep a record of
the positions adopted by the State Qatar on energy related trade issues and
to ensure consistency across Ministries.

Provides technical and other training to Qatari trainees
consistent with the objective of Qatarization (nationalization) Strategies.

Contributes to the initiation program for trainees from
other company departments as part of the familiarization program for new
staff.
Qualifications/Experience:
The following skills, qualifications and experience are
required:
-
University degree in Economics, Business, International
Relations or similar - preferably with post-graduate qualifications.

12+ years experience in the field of international
economics or trade, preferably with exposure to the oil and gas industry
(but might be less if the candidate has a combination of industry and senior
level experience that is exceptionally well matched to the position
requirements).

Proven experience and expertise in the assessment of
international energy issues and in dealing with international organisations
and governments.

Experience in the formulation of national positions
within the context of international negotiations and agreements.

A strong understanding of international negotiating
processes and procedures.

The ability to coordinate a diverse range of views and to
facilitate a unified position on issues.

The ability to effectively communicate complex trade
issues and negotiating procedures to high-level audiences (including
Ministers and Directors).

A strong understanding of the international energy
landscape and trade agreements that shape energy markets.

Strong interpersonal skills and ability to work
effectively within multidisciplinary teams.

Must be self-sufficient in basic computer software
programs (e.g. Word, Excel & Power Point)
Company Description:
Responsible for all phases of the oil and gas industry in
Qatar. Principal activities include exploration, drilling production, storage
and transport and sale of crude oil, natural gas liquids, liquefied natural
gas, gas-to-liquids, refined products and petrochemicals.
