Manager, Project Booster Compression

Position Description:
Total value of Booster Compression project approximately USD 700 Million
from 2010 to start up in 2015. Peak group manning - approximately 50 personnel
(direct staff and third party). The purpose of this role is plan, implement
and manage development projects effectively to meet organization requirements,
standards and goals.
Accountabilities include:
- Ensure development projects are executed to acceptable safety, technical
and operability standards, within budget, meeting the scheduled milestones
and in compliance with the relevant Company specifications, codes, standards
and regulatory requirements
- Implement good practices and project controls throughout execution of
projects
- Review working processes and recommend/implement improvements
- Plan project’s manning requirements, develop organization charts and
recruit qualified personnel in order to ensure teams are adequately manned
with suitably qualified personnel
- Working with other Section Heads, ensure that the projects’ key
performance indices are met.
- Maintain good working relationship with the relevant governmental
departments of Thailand and Malaysia, MTJA, Shareholders and Buyers.
- Safe guard MTJA, Shareholders and joint companies interest in the
project(s).
- Develop project execution plans, project schedules and contracting
strategies for long lead equipment and construction contracts in order to
provide foundation for project implementation.
- Supervise engineers and project team members, appraise, provide
guidance, monitor performance, provide feedback and coordinate career
development requirements in order to obtain peak performance from staff
- Generate project reports for management, MTJA and Shareholders to
provide timely and accurate updates on project progress.
- Lead and provide guidance to project team throughout the implementation
of the projects from FEED, detailed design, procurement, fabrication,
offshore installation, hook-up & commissioning to final offshore handover
- Monitor the performance of contractors, ensure compliance to Contract,
review changes to scope and costs, and manage changes to ACV and AFE.
- Manage and resolve conflicts between Company and vendors/contractors so
as to ensure smooth execution of projects.
Key Challenges for the job include:
- Completion of projects within budget amidst rising costs of material and
services by optimizing design, use of new technology and employing sound
contracting strategies
- Reduce project cost in order to improve cost recovery
- Planning project execution timing in view of uncertainties in field
development plan and ongoing subsurface studies
- Developing procurement strategies in current sellers market where
delivery periods are fluctuating and suppliers have long manufacturing
queues
- Providing accurate data and timely response to Shareholders and MTJA on
approval packages in order to maintain project schedule
- Sourcing suitably qualified personnel and retaining them in the current
heated job market
- Motivating and coaching subordinates to improve work practices, practice
teamwork and attain higher skill levels
- Ensuring lessons learnt from past projects are addressed and oversights
are not repeated by sharing this information with team and contractors
- Coordination between other sections within ODD and with other
departments where priorities differ by having regular interface discussions
and good working relationship.
Qualifications/Experience:
The following qualifications, skills and experience are required:
- An engineering degree (B.Sc, B. Eng) from a recognized tertiary
institution and be a registered Professional/Chartered Engineer.
- At least 18 years working experience in the oil & gas industry of which
5 years must be in a supervisory / Project Management role supporting
offshore Projects / Production.
- Experienced in planning and managing the conceptual development, FEED,
engineering, procurement, fabrication and hook-up and commissioning of large
and multi million dollars upstream oil & gas projects including retrofit and
integration of new facilities to existing ones.
- Well versed with upstream oil and gas industry practices, codes,
standards and regulatory requirements.
- Familiar with the local operating environment.
- Possess multi discipline skills and familiar with all aspects of project
engineering design and implementation including process, mechanical, piping,
instrument/control, electrical, pipeline, structural architectural and
facilities operational requirements.
- Possess good management, supervisory and communication skills and able
to work independently.
- Good inter personal skills, trustworthy and a good leader.
- Good conflict management and problem solving skills.
