Contracts and Procurement Manager

Position Description:

Purpose of the role is to manage the C&P Team to deliver agreed objectives and establish, maintain and manage a portfolio of service contracts necessary to support the Companies programs and operations with regard to:

  • Seismic Acquisition, Processing and Interpretation

  • Drilling and Drilling Services

  • Information Technology and Business Management Systems.

  • Consultancy Services.

Responsibilities include:

  • Maintain market knowledge and intelligence on market sectors within areas of responsibility.

  • In conjunction with relevant user groups, formulate strategies for the procurement of services within role portfolio that meet Company objectives and any relevant Critical Success Factors.

  • Co-ordinate the preparation of ITT / Contract documentation and structure commercial elements of ITT / Contract documentation to reflect strategy, Scope of Work and desired risk profiling.

  • When necessary and appropriate, co-ordinate and undertake clarification and negotiation processes with Contractors and undertake commercial / legal negotiations. Formulate criteria for, and subsequently undertake, commercial evaluation.

  • Develop and maintain sound professional relationships with key suppliers.

  • Apply a process of continuous supplier improvement, regularly evaluating quality and performance benchmarks, and the risks and parameters associated with the preferred supplier base selection.

  • Manage business relationships with key internal customer groups (Exploration, Petroleum Engineering, Operations, Drilling, etc) and partners and government agencies, as required.

  • Manage, train, coach and mentor junior procurement personnel.

  • Provide support to Oracle systems ongoing development and maintenance.

  • Contribute to the achievement of departmental KPI’s.

  • Develop and implement methods for analysis and reporting of procurement data and management information.

  • Maintain standard suite of documentation for the function.

  • Ensure compliance with regulations, policies and procedures both legislative and corporate.

  • Deputise for the Head of Supply Chain & Logistics.

Internal and external stakeholders:

  • Technical authorities, user groups and customer group department heads within Company.

  • Finance, HSE and Legal departments within Company, UK and Internationally.

  • Local, regional and global vendors and suppliers.

  • Operational staff in overseas locations. (Willingness to travel internationally on business trips as required )

Qualifications/Experience:

The following skills, experience and qualifications are required:

  • Preferred - Undergraduate degree or equivalent required (QS / Technical / Economic or Business related).

  • Desired - Professional Supply Chain or Procurement qualification (CIPS/CPM).

  • Relevant experience in Contract Engineering / Procurement within relevant commodity sectors and experience of team supervision.

  • Knowledge and application of supply chain methodologies, strategic analysis and implementation including risk analysis and risk mitigation.

  • Prior experience of conducting business in international environments and / or working within a Production Sharing Contract regime is desirable.

  • Working Knowledge of Information Systems Technology such as Oracle / SAP / Maximo.

  • Knowledge of commercial and contract law.

  • Demonstrable experience of strong sourcing and negotiating skills, leading & working in teams and communicating and influencing.

  • Commercial acumen, proficiency in commodity understanding, legal and ethical awareness, proficiency in managing the supply chain.

  • Competent user of communication tools and techniques and MS Office Applications
