Position Description:
The Manger of Engineering (MOE) Provides
project leadership, direction and oversight to ensure Owners values are
reflected in the project, the completed project is safe and efficient to
construct and operate. The MOE receives guidance from the Deputy Project
Manager and is responsible for managing specific activities associated with
the Pipelines Project Execution Plan.
During development, the position:

Manages pipeline contract engineering and
the Pipeline Owner’s engineering team for the completion of FEED, detailed
design and construction.

Interfaces between the pipeline technical
teams and program functional groups;

Interfaces with the engineering of the
other project areas (Upstream and Downstream)
-
Meets appropriate project standards
(industry and company) and project controls (cost and schedule for current
phase and future project phases);

Directs engineering and related technical
support for advancement of the pipeline project concept and design in view
of large diameter pipeline specifics;

Coordinates with procurement and
contracting to support long lead procurement efforts;
-
Leads development/risk mitigation
commensurate with the current project stage.

Leads HSE influence on pipeline design and
operations to ensure inherently safe design and ZERO incident emphasis;

Prepares and manages Project Quality
Assurance/Quality Control Program, and;

Prepares the commissioning plan for the
large diameter pipeline system

Direct interface with Operations on
pipeline design, operations and maintenance needs for incorporation into the
design.
Qualifications/Experience:
The following skills, qualifications and
experience are required:
-
25+ years of major project experience
including prior Manager of Engineering experience on other large diameter
pipeline projects. (Prior International experience is required).

Minimum 20 years of direct experience in
engineering or project management

BS degree in Engineering (Professional
Registration preferred)

Project Management Professional (PMP)
certification preferred

Clearly demonstrated strong technical
competence
-
Large diameter pipeline engineering and
construction experience
-
Horizontal directional drilling experience
including extended water crossings
-
Strong background in leading diverse
technical teams in a matrix environment
-
Ability to work within a diverse cultural
environment
-
Demonstrated interpersonal / teambuilding
skills
