A service provider to the offshore oil and gas industry, with a complementary business in the supply of marine support vessels

Responsible for ensuring health, safety, environmental and quality stewardship and professionalism is achieved in line with company policies. The scope will include engineering, procurement and construction activities, and the ability to bring in the project within approved cost and schedule, meeting or exceeding corporate HSE targets. The HSE Manager will also provide expert input regarding risk identification and mitigation, safety and environment, staffing etc. He/she will work closely with the Business Unit, delivering fit for purpose facilities within an approved budget, and will provide innovative strategies and solutions to maximize value for the Company.

Specific Responsibilities include:

The HSE Manager will be accountable for providing professional advice to the Project Manager on issues pertaining to HSE management on international upstream facilities projects, within approved cost, schedule and the companies environmental and safety standards.

  • Consult, liaise, & advise the Project Management Team on HSE matters, including auditing, inspecting, and monitoring of contractors ensuring compliance with company and regulatory requirements

  • Facilitate the investigation of incidents to identify root causes and ensure appropriate corrective measures are identified and implemented

  • Act as the focal point for regulatory communications pertaining to HSE activities

  • Focal point for the Certifying Authority

  • Responsible for Emergency Response planning and training as it relates to project activities.

  • Recruit any needed international project expertise in line with the above strategy.

  • Take an active leadership role to expand project and risk management skills within the organization.

  • Champion HSE behaviors to provide top quartile performance within competitor peers.

  • Ensure regulatory approvals are in place for design & construction activities.

Qualifications/ Experience:

Certifications – Academic

  • Bachelor degree in engineering

Certifications – Professional

  • Professional Engineering status or similar

Experience – Role-specific

  • A minimum of 15 years experience in project HSE matters on a global basis.

  • Familiarity working with “gated” execution processes.

Experience – Industry-specific

  • Proven track record as project leader in international project environment.

  • Knowledge of up to date Risk Management practices

  • A minimum of 3 years living and working outside the candidate’s “home country”.

  • Knowledge of up to date business processes and best practices as utilized in international offshore project execution.

Abilities – Hard Skills

  • Experience in a wide variety of contracting and execution strategies, negotiation, and commercial / economic evaluation

  • Knowledge of ISO Standards

Abilities – Soft Skills

  • Proven leadership, communication and teambuilding skills.

  • Strong business focus

  • Above average written and spoken English skills
