Senior Cost Engineer

Position Description:

As the Senior Cost Engineer, you will be responsible for proactively assisting the Commercial Manager in cost control of the engineering and construction of a major offshore project located in the South China Sea, offshore China. You will prepare monthly cost reports and compile overall cost estimates. The scope of this role will include assistance in the preparation of tender packages, negotiating major offshore Engineering, Procurement & Construction (EPC) contracts, and commercial administration of the EPC contracts during the execution phase of the project. You will also provide expert input regarding risk identification and mitigation, contracting strategy, staffing etc. You will work closely with the Business Unit, delivering fit for purpose facilities within an approved budget, and will provide innovative strategies and solutions to maximize value for the Company. You will be required to live in SE Asia for a period of approximately 12 months, with later relocation to China during execution of the project.

As Senior Cost Engineer you will be accountable for the cost control of a major international upstream offshore facilities project with a capital budget approaching $3 billion. You will deliver within approved cost budget, on schedule while adhering to the Company's environmental and safety standards.

In this role, you will have an opportunity to build upon your experience and expertise while you undertake the following responsibilities:

• Account for cost control, reporting, and provide commercial advice to senior management during project development and execution

• Ensure interface with project controls on cost, performance, progress assessment, payments, reporting, trends, and change orders relating to contracts

• Interface with key internal stakeholders including Accounting, Legal Department, Risk Management, Insurance, Regulatory, and Health Safety & Environment (HSE) leaders

• Take an active leadership role to expand commercial, project management, and risk management skills within our organization

• Champion HSE behaviours to provide top quartile performance within competitor peers

The following skills, qualifications and experience are required:

• Degree in Accounting or Engineering

• Member of Applicable Qualified Professional Society

• A minimum of 20 years experience in offshore project cost management on a global basis

• A minimum of 3 years experience either working in fabrication yards or physically offshore

• A minimum of 5 years living and working outside the candidate's "home country"

• Expert in use of SAP

• Proven practical understanding of project and cost management principles and best practices

• Familiarity working with "gated" execution processes

• Proven track record as project leader in international offshore project environment

• Cognizance of up to date business processes and best practices as utilized in international offshore project execution

• Knowledge of leading edge Cost Management practices

• Experience in a wide variety of contracting and execution strategies, negotiation, and commercial/economic evaluation skills

• Strong commercial ingenuity and negotiating abilities

• Evident track record of integrity and accountability

• Proven leadership, communication and team building skills

• Strong business acumen, including strategic thinking, planning and prioritizing, and decision-making skills

• Above average written and spoken English skills are essential

• Ability to read and speak Mandarin is a definite plus

• An external networking framework with the contracting community would be ideal
