An integrated energy and chemical Company with principal businesses of exploration, production and trading of petroleum and natural gas, refining and sales of petroleum products and production and sales of chemical products.

Reporting to the Operations Manager this individual will assist in the development of projects and engineering within the Operations Group.

  • Focus will be to assist in the engineering, development and management of operations within the Company.

  • Through the Operations Group and Contract Engineering Company, assist with and review the design from an operations perspective and develop tender plans for procurement of oil & gas facilities as agreed in the Fields.

  • Demonstrate highest safety & environmental performance and leadership, must be proactive in addressing safety issues and have a proven track record of strong support of processes that support Incident Free Operations, good understanding of safe design & operating principles.

  • From an Operations Group, support the design teams by determining appropriate hazard and risk management studies required, defining study requirements and scope, providing oversight of the studies, and working with the teams to integrate the study results into the facility design.

  • Assist with the facilitation of minor HAZID and HAZOP studies

  • Participate in risk reviews such as HAZIDs and HAZOPs to ensure they are effective and conform to client's requirements

  • Advise the project on the use of appropriate technical standards and practices, and design guidelines and evaluate requests for deviations from these.

Whilst this position formally reports to the Operations Manager, this role is also expected to have a strong liaison role with various other parties both within and outside the organization. For communication of forward technical objectives and progress, this role will liaise closely with field operations managers and HSE Manager. Other Liaison with but not limited to:

  • Field personnel and Management within Europe.

  • Syrian based departments, including Operations Planning, Petroleum Engineering, Drilling, QHSE, HR, Commercial, Finance and Project Groups within the Company.

Main Objectives:

  • Provide technical input to and review of key process safety deliverables such as the Safety Critical Equipment list, performance standards, etc.

  • Execution of technical work in all aspects of developing and operating oil and gas fields, typically involving production technology, well surface facilities design, production operations, process facilities design, procurement and construction, infrastructure and equipment design and installation.

  • Support where possible the operations team in all aspects of production optimization; de-bottleneck practices, plant performance evaluation, facilities expansions and maintenance of equipment.

  • Assist with the development of commissioning standards and procedures and transition to operations.

  • Provide leadership and guidance within the Operations Group.

  • Demonstrate sound management decisions through open discussion, develop policies and procedures which will create an environment that will ensure personnel working within these areas can and will follow.

  • Have the ability to work independently, perform a wide spectrum of project assignments requiring technical evaluation, innovation and judgment, and apply knowledge and experience to solve complex problems.

  • At times may be required to coordinate activities of others, understand industry and system requirements and demonstrate ability to produce results and meet goals. Is required to learn regulatory requirements, cost estimating, disciplined facility processes and techniques as required.

Primary Responsibilities:

  • Providing engineering and project management development on projects that are critical to growth of the Company

  • Develop conceptual and preliminary engineering and design for operational projects.

  • Manage, coordinate, and facilitate the engineering, design, contracting, construction, commissioning, startup, and post startup support of multiple capital projects supporting business objectives.

  • Provide strategic, expert advice and consultation to business development and operations personnel concerning the development, engineering, design and implementation of capital projects.

  • Maintain and share knowledge of the related engineering technologies, standards, lessons learned and best practices identified.

  • Provide technical review of purchase specifications for new equipment

  • Develop project plans, schedules, and cost estimates for all projects; prepare and manage project budgets and perform periodic analyses.

  • Provide technical review of purchase specifications for new equipment

  • Ensures designs meet project technical, safety, environmental and regulatory requirements.

  • Assist Engineering Manager and team in the activities of detailed design.

  • Assist to ensure appropriate engineering plans, procedures and controls are developed and in place

  • Assist in the activities of project contracting and procurement groups.

  • Preparation for workshops including value improvement practices, monthly reports, project statistics, peer reviews, and IPA reviews.

  • Assist in project execution planning by coordinating design aspects with construction groups to develop fit for purpose design.

  • Assist the Engineering Manager to develop budget and staffing plans.

  • Represent the project to internal stakeholders

  • Capable of managing multiple contractor interfaces.

  • Assist in the establishment of project Policy and procedure to meet Company objectives

  • Provide direction and coordinate the project team members. Ensure work is being coordinated between the other departments, offices, fabrication and construction to meet project requirements.

Qualifications/ Experience:
  • B.Sc. in Engineering

  • Minimum of 10 years of operations in process and project associated activities required including experience in 2 of the following areas preferred: operations, design, business development, construction, and environmental.

  • Experience with oil & gas gathering and processing projects is preferred. Extensive experience with word and spreadsheet programs required. Computer experience preferred: project management software such as MS Project.

  • International experience is essential.
