An integrated energy and chemical Company with principal businesses of exploration, production and trading of petroleum and natural gas, refining and sales of petroleum products and production and sales of chemical products.

Reporting to the Operations Manager, lead a multi-disciplined construction team in multibillion dollar projects in parallel; assume full responsibility for HSE and QA/QC requirements, development and execution of construction schedule, man-hour and financial budgets.

Responsibilities include:

  • Coordinate, review and approve the project construction schedule. Manage the construction, commissioning, startup, and post startup support of multiple projects supporting business objectives.

  • Ensure that the approved HSE Policy for the project is adhered to by the staff and subcontractor’s staff; establish HSE incentive/motivation program.

  • Monitor subcontractor performance trends throughout the contract duration and modify as appropriate; chair the meetings with subcontractors and drive a proactive and inclusive approach in all issues.

  • Ensure response to client/subcontractor correspondences. Ensure the maintenance of full records related to claims/change and compile supporting documentation.

  • Liaise with contractors, senior management and troubleshoot areas of conflict. Ensure, throughout Project execution, that relations with contractor, partners, subcontractors and local authorities are well-maintained and thus favorable for company interest and future business.

  • Direct the preparation of all construction specific job manuals and ensure implementation.

  • Chair the weekly and monthly project progress meetings.

  • Promote quality awareness throughout the project and company organization. Ensure that all Project/Construction QC Manuals/Procedures are implemented throughout the project; develop a QC monitoring system and ensure its implementation.

  • Ensure that all project/construction specific method statements are developed and implemented.

  • Manage the construction, commissioning, startup, and post startup support of multiple projects supporting business objectives.

  • Ensure that all work is carried out in accordance with the contract agreement, legal and regulatory requirements.

  • Utilizing the site management team, drive the coordination of activities and work fronts of both the project team and subcontractors.

  • Direct the preparation of construction job manuals; ensure that all completion requirements are addressed fully and expeditiously in order to avoid schedule extension. Establish a realistic mobilization/demobilization plan for all construction resources and facilities. Generate development plans and chart career paths for the construction team and make recommendations for training and promotion.

  • Review and approve monthly progress reports; monitor and coordinate construction deliverables in order to optimize construction efficiency and cost.

  • Develop schedules and cost estimates for all projects; prepare and manage project budgets and perform periodic cost and productivity analyses. Reports project success and challenges to senior management.

  • Review project specifications and identify construction problems, propose solutions and expedite remedial actions where necessary.

  • Responsible and accountable to manage the execution of commissioning, construction, handover and close-out of engineering projects.

  • Represent the project to internal stakeholders, contractors and regulatory authorities.

  • Provide direction and coordinate the construction team members; ensures work is being coordinated between the other departments, offices, fabrication and construction to meet project requirements. Ensure effective communications and effective management of change.

  • Supervise, and guide the department to ensure that their work is of the required quality.

  • Deliver training to personnel within the construction team; strong commitment to develop national employees.

  • Assume responsibility for cost, schedule, quantity, and budget control.

  • Seek and negotiate improvements to contracts.

  • Other duties and responsibilities as required.

Qualifications/ Experience:

The following skills, qualifications and experience are required:

  • B Sc. in Engineering

  • A minimum of 15 –20 years of construction experience in the oil and gas sector is essential; at least 5 years in the role of a Facilities & Construction Manager with a solid career history working with major EPC companies on multibillion dollar projects.

  • International experience is essential

  • Experience of major construction projects above $1B.

  • Exposure to EPC Environments.

  • Effective coordination of construction activities

  • Practical knowledge and understanding of drilling/workover operations projects and general production operations would be a distinct asset.

  • Practical knowledge and understanding of logistics, inventory and warehousing.

  • Knowledge of engineering projects and Project Management Software.

  • Define key deliverables and timing to achieve construction activities.

  • Management interface with construction contractors or other technical field.

  • Extensive knowledge of the construction process, its implementation and management.

  • Fully conversant with project management tools.

  • A thorough knowledge of contractual and commercial issues.

  • Delivery focused with proven experience in achieving project goals whilst maintaining high standards in HSE at all times.

  • Ability to compile accurate data and produce detailed management reports.

  • Strong computer skills in suite of Microsoft and MS Project.
