An integrated energy and chemical Company with principal businesses of exploration, production and trading of petroleum and natural gas, refining and sales of petroleum products and production and sales of chemical products.

Reporting to Field HSE Superintendent, this person will supervise field HSE staff to administer management System’s and ensure that appropriate measures are taken to maintain an HSE program that effectively manages operational risks.

Responsibilities include:

  • Supervise the daily activities of the field HSE Specialists.

  • Ensure HSE Management System are in place;

  • Ensure that HSE Policies, procedures and practices are disseminated and explained to Company and contractor employees in field locations;

  • Work in cooperation with other departments to ensure compliance with company HSE policies and procedures;

  • Supervise the implementation of HSE accident prevention;

  • Participate in planned general Inspections;

  • Audit work being performed with ''Safe Work Permit”;

  • Assist with the implementation of Job Safety Analysis and inspect job site;

  • Assist local management in the preparation and presentation of field meetings;

  • Coordinate and participate in the investigation of accidents and near misses;

  • Review and analyze accidents and making corrective action recommendations;

  • Conduct regular emergency response exercises and drills in the field to ensure the highest level of preparedness in any emergency.;

  • Supervises the regular inspection and testing of all fire fighting, safety and emergency response equipment. Follows up to ensure that corrective actions are implemented and ensures that any certification requirements are complied with;

  • Assist in developing and implementing field location emergency response procedures and evacuation plans;

  • Supervise on-site doctors and medical emergency response preparation and implementation;

  • Program health and hygiene inspection for the Company’s and contractor camp installations with the assistance of the medical doctor. Also inspect periodically the operative condition of field health centres, ambulances and other medical emergency equipment.

  • Familiarize field managers, supervisors, HSE staff and contractors with all governmental HSE regulations that affect their operational activities;

  • Coordinate and participate in the provision of safety awareness, emergency response and first aid training and awareness programs;

  • Ensure that operations employees, contractors and site visitors receive HSE inductions for field operations;

  • Participate in the development and implementation of Company’s HSE strategic objectives;

  • Responsible for preparing written daily, weekly and monthly HSE reports;

  • Prepare purchase orders etc as agreed with HSE Superintendent.

Qualifications/ Experience:

The following skills, qualifications and experience are required:

  • Bachelor’s degree in Science, Engineering or equivalent technical degree.

  • Minimum of 15 years of HSE in the upstream petroleum and pipeline industry with at least five years of international experience.

  • Previous HSE supervision experience in the upstream petroleum industry

  • International work experience is essential

  • Working knowledge of HSE standards (e.g. ISO 14001, OHSAS 18001), industry best practices (e.g. Oil and Gas Producers Association).

  • Strong leadership and interpersonal skills

  • Excellent teamwork and communication skills

  • Good organizational skills

  • Ability to effectively work in multi-cultural environment
