An integrated energy and chemical Company with
principal businesses of exploration, production and trading of petroleum and
natural gas, refining and sales of petroleum products and production and sales
of chemical products.
Reporting to the General Manager,
the Procurement and Contracts Manager is responsible for:
Responsibilities:
-
Overall management and
supervision of the Procurement and Contracts Department ensuring the goals and
objectives for all employees are clearly established, defined and measured.
-
Ensure that the required
training is recommended and implemented for national employees promoting
upward mobility and growth opportunities.
Contracts
-
Draft contract bid documents
with minimal assistance from operational personnel including Terms and
Conditions, Scope of Work, Equipment and Personnel and Commercial Terms;
-
Conduct formal bid process;
-
Draft technical and commercial
recommendations;
-
Evaluate bids;
-
Negotiate legal terms;
-
Draft recommendation for award;
-
Negotiate award;
-
Conduct prequalification;
-
Draft amendments as required;
-
Maintain accurate records of
all contracts and track cumulative costs; and
-
Ensure PSA, Tax Compliance and
Embargo Compliance.
Procurement
-
Identify and implement
opportunities to provide best value through effective negotiation, process
improvement and the development and enhancement of relationships with
stakeholders and suppliers.
-
Develop, implement and maintain
a procurement management information system, enabling performance and
compliance to be measured and managed to reduce costs and to meet efficiency
targets.

Develop and implement workable
solutions with operations staff to reduce capital expenditures, operating
costs and overheads.

Prepare recommendations for
contract awards based on value, quality and financial appraisal.

Ensuring that all procurement
and logistics documentation processes are transparent and readily available
for audit.

Establish and develop working
methods and best procurement practices for the company.

Defining and creating long-term
procurement strategies and processes.
-
Other duties and
responsibilities as required.

| Qualifications/ Experience: |
The following skills,
qualifications and experience are required:
-
International experience in
procurement and contracts is essential.
-
An Engineering or
Administration Degree is required.
-
A minimum of 15 years working
within the oil and gas industry with 10 of those years having direct
experience writing contracts, conducting formal bid process, and leading cost
effective, strategic procurement processes.
-
Excellent oral and written
communication skills in the English language.
-
Strong leadership ability with
a proven management track record in supervising all procurement, contracts and
logistics as required supporting company operations.
