USA Technical Manager / Country Manager



Location: Houston, TX

Due to expansion in E&P activities, an International Energy Company is seeking to resource a USA Country / Technical Manager.

This is a newly created key Management role within the organizational structure. The appointee will be responsible for reading and directing all activities of the Houston Office to ensure the continued growth of asset base in line with Company's corporate objectives. Assess new business and growth opportunities within USA.

  • Facilitate interaction with USA based companies which are involved in global New Business Development;
  • Provide technical and commercial expertise / judgement and lead the team to manage the evaluation, development and exploitation of the Company's assets in the Region;
  • Work with Joint Venture Partners;
  • Formulate overall Houston Office strategy (exploration, development, acquisition and disposal) in consultation with the Head Office Management;
  • Manage assigned assets under overall direction of the Regional Manager within budget to meet targets including assessment, development and production of surface and subsurface oil and gas properties and seek authorisation on expenditure as per financial delegation of authorities;
  • Lead / support multi-disciplinary teams in capital project scoping / negotiation / tendering and contracting activities, operating reviews and / or facility optimisation;
  • At the highest level, the position has frequent internal interactions with the Company's senior management on executive level decision making;
  • External Contacts: Operators, working interest partners and government organisations.

Required Experience / Qualifications

  • University Degree in Petroleum Engineering or related discipline;
  • Good understanding of New Business Development, Reservoir Engineering, Petroleum Economics, Petroleum Operations and international Oil & Gas Contracts;
  • Prior experience of setting up a new office / business unit;
  • Proven track record of developing new E&P Business and acquiring assets;
  • Substantial E&P industry experience;
  • At least 10 years with a major Oil & Gas company;
  • Experience of working in multiple international environments;
  • Proven Senior Management experience responsible for the P&L;
  • Ability to operate with limited direct Local Technical Support;
  • Possess a solid understanding of both the Technical and Commercial aspects of the E&P business;
  • Have experience of multicultural technical teams comprising of experienced geoscientists and engineers in addition to coordinating multi-disciplinary teams (including Commercial, Legal, Admin., not just Technical) in New Business Opportunities evaluations.

  • Fluent written and spoken English

Employment Terms

The appointee will be invited to join the Company's USA Permanent Staff payroll. The importance of this key role will be reflected in the salary and benefits package. Relocation assistance may be offered.
