Job Overview: A Joint Venture Oil Company seeks a General Manager to take responsibility of all relevant activities for the development and production phase of an onshore concession granted by the Egyptian license authority.

The concession called "Alam El Shawish West" (AESW) has already confirmed up to 1.5 trillion cubic feet of gas and 150 million barrels of oil and condensate. The Joint Venture Company, Alam El Shawish Petroleum Company (PetroAlam) is currently producing 7,000 bopd and is targeting 10,000 barrels of oil per day by February 2009 and 15,000 barrels of oil per day and 150 mmscfd of gas by July 2009. Production is forecast to peak at 30,000 barrels per day of oil & condensate and 280 mmscfd of gas. The JV Company who is managing the license, consists of personnel from an established privately owned oil company, a major multinational and the state oil authority. The JVC Company has approximately 200 staff, with different levels of commercial, technical, operational and management skills and experience. In this senior position, you will manage the coordination of all activities related to production operations (reservoir & petroleum engineering, production, drilling, projects, materials & contracts, budgets and production forecasts) including plans to maximize oil and gas production from all development licenses in the concession. The JV Company's office is located in Cairo, Egypt and you will manage the smooth relationship with the JV management representatives of the other partners (i.e. government and international oil companies) in order to ensure timely approval of projects. You will communicate and report effectively on all matters of interest.

Responsibilities: Reporting to MD of the Joint Venture Company and in contact with the Headquarters Technical team your role will encompass many functions and responsibilities including:

  • Coordinates with the MD of the JV the development plans to maximize oil and gas production from AESW Concession.
  • Achieve smooth relationship with the JV management representatives of the other partners (i.e. government and international oil companies) in order to ensure timely approval of projects.
  • Coordinates activities of field development including: reservoir engineering, petroleum engineering and production operations.
  • Coordinates the activities of the Projects Group including the design and implementation of all oil and gas facilities required for the development plan.
  • Coordinates/supervises drilling, completion and testing activities for the development of the newly discovered fields.
  • Monitoring of material procurement and commercial arrangements / contracts with third-party service providers to ensure an acceptable standard of service and financial control is achieved on all works.
  • Supervises and provides input to the development of the annual capital and operating budgets, the 5-year plan and the long term strategic plan for all activities related to field development.
  • Directly promotes by example and leadership, sound HSE management practices and a desire for safety of personnel and protection of the environment in all activities associated with the Team's activities.
  • Defend technical plans to the Board of the JV and to the Governmental Officials as needed in order to facilitate the necessary approvals for the implementation of the project.
  • Safeguard that all plans are implemented technically correct, on time and within budget.
  • Supervise together with the MD of the Joint Venture all tendering procedures.
  • Must be comfortable communicating with and have an ability to influence all levels of the organization with very good English written and verbal communication skills.
  • Incorporate commercial and business expertise (bottom line focus), balance short-term/long-term issues, utilize full life cycle analyses, and optimize the timing of projects within the organization.
  • Build and motivate a technical team of company employees and subcontractors that will handle all phases, from design to implementation, of the development of all facilities (oil and gas) for all commercial discoveries in the concession.
  • Secure engineering resources - internal and external - as required, to meet all requirements for assistance on a business-value basis. Ensure all resources are effectively managed.

This is an exciting role for an individual with a strong background in the management of oil and gas development projects and excellent diplomacy skills to take on this challenge. The role offers a great deal of autonomy and scope to succeed, and potential career progression in senior level roles across other vertical markets within the Group.

Preferences: The successful candidate will have:

  • Degree level essential - preferably in Petroleum Engineering
  • Minimum 15 years of progressively more challenging oil/gas exploration and production experience in one or several of the following disciplines (in parenthesis the % of desired expertise) :
    • Drilling (10%)
    • Reservoir Engineering / Reservoir Management (30%)
    • Production Technology (40%)
    • Facilities & Project (20%)
  • Previous expatriate experience in Egypt OR North Africa/ Middle East essential. (Preferably some experience in Egypt).
  • High level of experience in a senior level position in oilfield development and project management, especially in large onshore gas/condensate projects essential.
  • Strong financial acumen - experience in devising capital & operating budgets related to full field development is essential. Experienced with upstream economics.
  • Strong commercial acumen - experience with technical/commercial tenders.
  • Very strong Leadership/Management skills/People skills - proven experience of managing a diverse set of people skills at various levels essential.
  • Driven, self starter and highly motivated (essential)
  • Solution oriented.
  • Ability and knowledge to supervise coordinate and manage the different disciplines of a Joint Venture Oil & Gas Production Company.
  • Experience in devising and defending technical facility plans for sign-off.
  • Experienced with technical/commercial tenders.
  • Experience with gas plants desirable.
  • Strong interpretation of technical/commercial tenders.
  • Highly diplomatic with the ability to develop and maintain strong relations with Middle East Governmental Officials at the highest levels essential.
  • Fluent English, working knowledge of Arabic an asset.
  • Excellent computer user.

Package: This is a senior level position and as such ex-pat attractive package is being offered. Depending on skills and experience, the candidate could expect a Base Salary of US$225,000 per year plus attractive incentive bonuses giving a remuneration circa US$300K.
