Appointments to the Forestry Commission are made at the entry level of the salary quoted above except in exceptional circumstances where a candidates' experience and skills may justify a higher starting salary.
Background Information
IFOS is part of Corporate & Forestry Support Division and work in partnership with principally Forestry Commission (FC) Estate Managers to deliver a bespoke service. IFOS help to translate policy into practise on the FC Estate by specifying, procuring, supporting and maintaining a number of systems. IFOS currently have 40 members of staff.
Within IFOS, Operational Support provides a service to review, support and improve a defined range of systems, procedures and practises used by FC estate managers across GB.
Operational Support currently has responsibility for a number of systems and processes used to manage the public Forest Estate in England, Scotland & Wales. This is principally managed via the corporate GIS application, Forester. Forester is a collection of custom software modules that are delivered on top of the ESRI ArcGIS desktop and server side software. Currently we support over 1000 users of Forester. IFOS have in-house teams delivering in areas of Forester GIS development, service delivery, maintenance, support, testing and project management.
Purpose of the Job
You will be primarily responsible for the high technical management of the Forester web and mobile applications and the data held within the centralised environment. This will include the management of the configuration of Forester web and ensuring availability within service targets in conjunction with the Service Delivery Manager.
In addition you will have responsibility in supporting the management and the maintenance and development of a number of Forester desktop modules, including the currency and quality of the data held within these modules. These modules will include the forest inventory of the FC estate via the Sub-Compartment Database (SCDB), the Deed Management module and the associated Acquisition and Disposal module.
You will also provide support to the National Forest Inventory Geospatial Data Manager in the preparation of annual asset financial reporting.
The post-holder will be responsible to the Forester Programme Manager.
As Geospatial Data Manager you must have;
- You will have sound practical knowledge and experience of the administration, structure, data standards, data management and uses of large enterprise spatial geo-databases throughout organisations; along with an appreciation of the business processes they support.
- You will have the ability to analyse complex technical issues, unpacking and separating the factors that contribute to the problem. You will be able to work through these issues and to define and implement solutions that address the underlying problem.
- Excellent working knowledge of ArcGIS for Desktop and ArcGIS for Server
- Degree or Masters in Geographical Information Systems (GIS), IT or Land Management related subject
- Good working knowledge of Oracle databases and an advanced knowledge of the general Microsoft desktop packages
