1. BACKGROUND
The European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex), has been established under Council Regulation (EC) No 2007/20041 , hereinafter, the Regulation.
Frontex is located in Warsaw, Poland and its main tasks are the following:
- coordinate operational cooperation between Member States in the field of management of external borders;
- assist Member States in the training of national border guards, including the establishment of common training standards;
- carry out risk analyses;
- follow up the development of research relevant for the control and surveillance of external borders;
- assist Member States in circumstances requiring increased technical and operational assistance at external borders;
- provide Member States with the necessary support in organizing joint return operations.
2. THE RISK ANALYSIS UNIT
The task of the Risk Analysis Unit is to provide the foundation for Frontex operational action, as well as to deliver to all principal customers' analytical knowledge on the current border security situation at the external borders of the EU.
The Unit is divided into two Sectors: Analysis and Planning Sector deals with regular information exchange on illegal migration with Member States and other partners, and delivers periodical and tailored analytical products in order to support strategic level decision-making regarding management of EU external borders. Operational Analysis and Evaluation Sector deals with intelligence collection and provides support to Frontex coordinated joint operations and pilot projects through the provision of operational analysis based products, lately also including the processing of personal data in accordance with art.11c of Frontex Regulation.
The objective of each Sector, in the scope of duties as described above, is to generate accurate and timely intelligence products (reports, threat and risk assessments) which provide the foundation for Frontex operational action and relevant policy decision making. These duties also contribute to the further development of appropriate intelligence methodologies that enable Frontex to meet its objective.
3. DUTIES AND RESPONSIBILITIES
Reporting to the Head of Analysis and Planning Sector (RAU S1), the Senior Analyst (Business Intelligence and Data Analysis) will be responsible for:
- development and implementation of assigned risk analysis activities in particular by contributing to the implementation of the tasks assigned to the Risk Analysis Unit in the Programme of Work;
- taking the lead in designing and developing new data collection schemes;
- delivery and quality control of tailored, high quality analysis on the nature and scope of illegal migration and associated cross-border criminal activities;
- preparing different types of analytical products such as risk assessments and briefing notes, as well as letters and responses to enquiries;
- development and review of data processing methodologies in the field of risk analysis, as well as organizing and providing training to support their implementation;
- organizing meetings, workshops and seminars in the field of Unit/Sector activities;
- provision of support and advice regarding enhanced data collection to Member States;
- management of analytical projects of intermediate level;
- supporting and implementing the working cooperation with other Units/Sectors of Frontex in promoting the best practices and knowledge-sharing;
- maintaining the relevant analytical files on the database and guaranteeing the archiving of files;
- other tasks and responsibilities assigned by Head of Sector.
4. QUALIFICATIONS AND EXPERIENCE REQUIRED
4.1. Eligibility criteria
To be eligible, an applicant must have:
- a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more;
- or
- a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least 1 year when the normal period of university education is at least three years;
- in addition to the above, by the closing date for applications, at least 9 years of proven full-time professional experience;
- produce evidence of thorough knowledge of one of the languages of the European Union and of satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties;
- be a citizen of one of the Member States of the European Union or the Schengen Associated Countries;
- enjoy full rights as a citizen;
- have fulfilled any obligations imposed on them by the laws of their home country concerning military service;
- be physically fit to perform their duties2 .
4.2. Selection criteria
4.2.1. Professional experience
Frontex is looking for strong candidates whose primary background is in data analysis mostly in the statistics field, highly skilled in IT tools related to data management and other business intelligence areas, like data quality and geoprocessing, and with some background in project management. Team leading ability and qualities are important assets.
Therefore, the preferred candidate should be able to demonstrate that he/she has:
- completed university degree in the field of statistics, mathematics, economics, geology (or geoscience), computing science or related;
- professional experience and sound knowledge in the areas described in the job duties;
- sound knowledge of and professional experience in business intelligence and data analysis tools such as SAS, SPSS, IBM Cognos, Microsoft Business Intelligence or similar;
- sound knowledge of and professional experience in managing databases designing data models, creating reports and performing data quality assurance using Microsoft SQL Server, Oracle or others;
- sound knowledge of and experience in project management preferably in the area of data management and data processing projects;
- excellent command of English;
- excellent analytical skills.
Besides the following attributes would be an asset:
- sound knowledge of and professional experience in using Geographic Information Systems (GIS) for creating reports or statistical analysis using ESRI solutions or others;
- expertise in using SAS BI;
- certification on PRINCE2 or PMP and/or ITIL;
- experience in managing small multidisciplinary teams in an international environment;
- experience in law enforcement, border management, public security, migration or related;
- experience in cooperation with European public administration and familiarity with EU administrative working practices.
4.2.2.Personal skills
