The UCAR Visiting Scientist Programs office is recruiting a Maritime GIS Specialist to work at CSDL's Cartographic and Geospatial Technology Programs (CGTP) Branch. It is preferred to have someone on-site in Silver Spring, but an off-site candidate would be considered. The initial appointment will be for 6 - 8 months, with the possibility of extension.
Job Objectives:
- Support the development of a Gridded Bathymetric Database that maintains access to the full resolution of the bathymetric data collected from many different sources. This database must support the creation and updates to nautical charts while at the same time provide non-navigational customers access to the entire database in a variety of formats to develop oceanographic models, support commercial maritime operations, or any other rapidly changing technology.
- Support the development of a seamless Nautical Information System (NIS) that supports a Geographic Information System (GIS) in which the general public will have access to data collected for use in nautical charts for other maritime uses. This includes any translation and visualization issues in displaying the information to the general public.
- Support the development of Coastal Maritime Spatial Planning (CMSP) applications and tools that objectively and transparently inform societal decisions on how to match sustainable human uses to appropriate ocean areas. Contribute to the design and creation of the National Information Management System (NIMS).
Essential tasks:
- Ability to develop and maintain GIS tools and applications using any of the following software suites:
- ESRI ArcGIS
- Caris Maritime Applications
- Open Source GeoServer
- FME
- Coordinates GIS efforts between different organizations
- Develops specifications for additional GIS related hardware and software
- Guides users in creating requirements for GIS Software
- Creates new software applications or edits existing programs in order to produce maps, data, and automate procedures (designs, codes, tests, and documents)
- Writes documentation to support software
- Prepares training materials and provides training to users
- Prepares, updates, and distributes GIS information as they become available
- Provides GIS (and other) database development, management, and maintenance
- Meet with users to define data needs, project requirements, required outputs, or to develop applications
- Conducts research to locate and obtain other GIS existing data sources.
- Gathers, analyzes, and integrates spatial data and determines how best the information can be displayed using GIS
- Compiles geographic data from a variety of different sources
- Analyze spatial data for geographic statistics to incorporate into documents and reports
- Designs and updates databases, applying additional knowledge of spatial feature representations
- Prepares metadata and other documentation
- Keeps current with new GIS information and technology
- Attends meetings and conferences as requested or approved
- Maintains a positive attitude with stakeholder teams
General Requirements:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Candidate must have basic knowledge of principles and practices of GIS systems, data collection, databases, and mapping. Computer proficiency and the ability to review and interpret job related plans are necessary. Demonstration of oral and written communication is essential. Job requires the ability to quickly comprehend a wide range of technical concepts and the ability to establish and maintain effective working relationships.
Education and/or Experience:
Bachelor of Science degree from an accredited college or university with either two GIS courses or one year of GIS working experience or Associate of Science degree from an accredited college or university with at least three years of GIS job related experience.
