Multi Utility - Operations Director
(Water & Sewage Bias)

St Helena, South Atlantic

2 Years FTC commencing June 2013
£55k pa taxable in St Helena plus other non-taxable allowances


A sub-tropical island of spectacular and beautiful landscapes in the South Atlantic with a warm and friendly population of 4,000, St Helena is a self-governing overseas territory of the UK, poised for transformation with the construction of an airport now underway. Over half of its recurrent public expenditure and 90% of capital expenditure are funded by British aid as the UK has an obligation to ensure the needs of the population are met.

The operations team of 50 has responsibilities spanning electricity generation and distribution, water capture, storage, treatment and distribution, sewage disposal and capital works. Major assets include four water treatment works, a recently refitted power station and a wind farm, with an annual capital budget in the order of £3m, operating budget of approximately £5m and assets £10m. Key outputs for your vital role are the delivery of multi-utility services and a capital works programme, management of a robust Planned Preventive Maintenance programme and development of the local workforce to international best practice. It will demand hands-on operations management of the business with the potential to move further government functions into the business mix.

Your particular skills should pertain to water capture, treatment, distribution and dealing with sewage. You should be a Chartered Engineer with a recognised degree in civil or water engineering or a related field and substantial post graduate experience. In this highly visible role you will need a strong engineering background with experience of water resources management that includes related legal, social and environmental issues plus the ability to develop practical solutions with limited resources. A detailed understanding of the water treatment process, quality standards, design and operation of facilities is essential along with knowledge of treatment chemistry, filtration etc.

You will have previously managed a capital expenditure programme and be able to manage a diverse team nurturing relationships with contractors, customers and stakeholders.
